Social Security has a "witness protection" type of program that helped me out when a hacker stole my cell and tried to interfere with my tax returns. Problem was by mail only - really slowed down the process but my financials were not touched. The program ends there and I believe every year you re-set through USPS. Slow and extreme but solid.
