ID thieves take over our personal info, BUT if our banks and investment Co. would let us lock in our personal info so hackers could not change it on us we would be better protected. It is so easy to log into our bank account and change my email, pw, home address, phone #, etc. Since few of use need to immediately change any of this personal info, except maybe once in 5 or 10 years we should be allowed to lock it in and have to use a special snail-mail form with specific pw phrase, etc. to change any of this info. Then when hackers steal our identity and try to change this info - it would not work and we would be safe. If I have my life savings in an investment account - all a hacker needs to do is steal my identity, log into my life savings and set up his bank account to transfer all my money to. If our info was locked it would save our life savings.
