Protection extends beyond what was stolen

In the history of "breaches" or Identity Theft the victims are only made aware after their information has been stolen, not sold. Of course, it's impossible to track that.

What thieves do with the information is not typically a direct attack, but multitudes of SPAMS, Malware, Phishing and .... generation of Accounts using those identities.

I would like to know why scenarios of Account generation/s aren't monitored online. i.e. Frank Smith's full name, SSN, Address, Mobile number are all stolen - this would mean that Credit Activities need to be monitored for ANY dollar amount, ANY Credit accounts created with the name Frank Smith with the inclusion of the other identifiable information.

Thieves want to be anonymous as possible. Impersonating Frank Smith using all their information, and a P.O. Box or a digital means, allows them this. Even, if they were intelligent enough, use an address close to their knowing when No One is home and able to know when Mail is delivered - also allows them these actions.

How do WE protect ourselves from people making money, impersonating us and then compines such as LifeLock demanding OUR Money to protect ourselves when it's known that the core company, "Norton", and Google, and others have all our information, sold / shared without consent and profited.

I apologize, but my BP went up while posing this idea.

Protect us from ourselves! Education for far too many is too time consuming.

How do we ensure without spending all our money, we're protected from any new financially generated accounts are immediately either blocked or the true identity is notified?

Now, all of our health information is circling the web being staged for some big hit no one will be able to protect us from. My SSN is all the Government has to "know" I am who I am, but I very well may not be me anymore.
