It is recommended by...uhm...IDX that one should not use email as username. So WHY doesn't IDX let me choose different username??

Allow multiple National IDs for people who have lived in multiple countries.

People (like me) who have lived in multiple countries and have multiple national IDs. In my case, I have a National Insurance ID from the UK as well as a Social Security Number from the USA.
